For anyone interested in searching for all the hidden treasures and rare spawns around Draenor, I highly recommend the addon HandyNotes and its plugin DraenorTreasures.

Cave entrance at 27,30. Your cursor will look like you're in the Bladespire Fortress, but you'll be behind it.
- I missed his first spawn, but he was back within 5 minutes. Dropped 打击者的打击棍.

Edit: The cave *is* hard to see, as others have mentioned.
It's easier to see if you come at the rare icon on your minimap from the left than if you're looking for the entrance from the right. There is a rock with a red flag on it to the right of the cave entrance. A user has posted a screenshot. It's in the side of a very low shelf (not even really tall enough to be called a hill). The rock next to the entrance and the rocks making up the entrance are the only real signs anything is tucked in there.

The Rare is actually below ground. He is not above you as you might think. When you stand at the skull location and next to the tall rock formation your over the top of him. Look at the edge of the road along the edge of the rock outreach and there is a "small" cave entrance.

It is worth noting that the mace 打击者的打击棍 he drops is BOE and can be sold, or transferred to another character, unlike most of the treasure drops in WoD that are BoP.

The cave entrance is near the Circle of Blood, not in Bladespire citadel as some other comments suggest.
