He is one of the Kor'kron Commanders that spawn in the Barrens for the 5.3 Escalation event. He is faction tagged so if your faction is fighting him, join in to receive loot. He drops multiples of the following for all people who help kill him:

Kor'kron Stone
Kor'kron Meat
Kor'kron Oil
Kor'kron Lumber
Lesser Charm of Good Fortune

Laz Madwire <Hired Mercenary> is part of several commanders that will spawn in locations across Northern Barrens (part of the 5.3 patch),randomly and will yell across the zone to tell people they have spawned and will have an icon on the map to show where they are and when killed will give you random amounts of Kor'kron Stone, Kor'kron Meat, Kor'kron Lumber, Kor'kron Oil, 1-3 Lesser Charm of Good Fortune, the moves some the same as 2 other commanders are below and each commander has one unique ability i will link them when i find it:

Rocket Boost- Charges towards a targetted enemy. Inflicts 150000 Fire damage and knocks back any enemies impacted during the charge.

Molotov Barrage-Lobs flaming cocktails at up to 5 targets. The cocktails leave a flame patch on the ground, inflicting 75000 Fire damage each 1 sec. to anyone standing in a patch.

Throw Dynamite: Inflicts Fire damage to all enemies in a selected area.

Edit: After recent hotfix both factions can now loot boss and won't be faction tagged anymore

Laz Madwire and any other Kor'Kron Commander are part of the Mists of Pandaria event, Escalation, where the Darkspear Trolls, lead by Vol'Jin, attempt to overthrow Garrosh Hellscream, current Warchief of the Horde. In this patch, players from the Horde AND Alliance fight in the Northern Barrens. They must fight Garrosh's Kor'Kron forces and gather certain resources to help Vol'Jin's assault on Orgrimmar.

Kor'Kron Commanders are highly valuable, as they drop 1-3 Lesser Charms of Good Fortune, 1-4 Windwool Cloth, and resources. As some of you might have noticed, these Kor'Kron Commanders will have their HP increased as more players fight.

Also, do NOT make a raid. Doing so will not allow you to loot the Commanders(I warned you!). Alliance might find it hard to get a "tag" on Commanders, as the Northern Barrens is less than 5000 yards away from Orgrimmar. What is reccommended is to get a ranged shot onto a Commander, then run away.

It is recommended that you eliminate the Kor'Kron forces at the resource areas and caravans, as the Commanders are not to be relied upon if you're trying to get the Latent Kor'Kron equipment.

After a little bit of trial and error, it seems that the Mad Sappers Laz spawns will explode after touching any player target.

So naturally I kited them through as many Alliance as I could find.

It seems like the goblins are the easiest commanders for ranged classes to defeat.
Just beat Laz then as a fire mage, almost all of their attacks can be side-stepped except for throw dynamite, which takes more than 2 to destroy a single ice barrier.
When the sappers come down, they can be easily managed in the duration of 1 dragon's breath and or frost nova.
Just put on some exciting music and just keep moving during the fight.

Don't try to solo kill him as a Brewmaster Monk. Call someone to help.
That's the easiest way.
