can you still get this in stage 4 is so where do i pick up the quest

From what I have read, you must be doing the PvE branch of dailies to get this quest. Pretty annoying that that was not made clear, considering anyone can have the The Crumbled Chamberlain quest and you have to have the Saurok form to reach the Shoulder.
