This particular Hei Feng is the objective of 突袭！, the final quest you receive when you hit Exalted with the Shado-Pan. It rewards 玛瑙云端翔龙缰绳 upon completion.

The loot table seen here is from defeating him as per the questline, which obviously would not have good loot. There IS, however, a mount that looks exactly like this mob, instead of the Onyx Serpent.

It is called the 神圣玛瑙云端翔龙缰绳, and is an exceedingly rare drop from the Sha of Anger, a world boss in Kun-Lai Summit (Currently logged at 0.05% drop rate).

Fun Fact: Hei Feng means "Black Wind".

Hei Feng was a giant black corrupted cloud serpent in service of Shan Bu. It can be found at Shan'ze Dao with its master absorbing power from a lightning storm in preparation for an attack on Niuzao Temple. During 突袭！, Shan Bu brings the cloud serpent along with his Shan'ze clan to kill Niuzao. The August Celestial receives help from adventurers and the Shado-Pan forces led by Ban Bearheart. Despite the beast's powerful shadow and lightning magic, it was felled by Niuzao's protectors, forcing Shan Bu to retreat.

He is tameable if you have How To School Your Serpent and will keep his name when tamed. You should stand on top of one of the towers, then you can target him and hit the tame button without needing to lure him to you.

Edit: Because he has a male voice as an npc, he makes a male sound with a big "Aaargh!" when you command him to play dead. So he is quite unique! :D
