If you are looking for this guy for whatever reason (like me, looking to obtain some quest for better gear I saw here on the Look for Upgrades tool), you actually have to rescue him from amber to get him free.

The quest I refer to is:

Preserved In Amber.

It's one of the first five or ten quests in the zone you would pick up.

The buff he gives you reminds me of The Mysterious Stranger.
"You have a Guardian Angel, but with a deadly hand-cannon instead of wings. I was reading up on windwool cloth and it says this dude gives you an enhancement like some of the other questgivers, but I just get an option to get flown elsewhere. help?

After progressing through part of the Klaxxi quest-line; at the point where point where he offers 琥珀即生命, Kil'ruk has dialogue where you can ask him to "Grant me your assistance". This gives you the 死亡天使 buff.
