This is a pretty awesome vendor in terms of utility. He can repair, buy all general foods, and has a neutral faction tied to him, giving you discounts. He is also very close to both shrines, relatively, to other vendors that give discounts on food. He is even in a daily quest hub (as a quest giver too!), making it awesome for those grinding GL rep.

As of Sep 12, 2013, this npc's location has changed. He is currently in the southernmost building at Setting Sun Garrison in the Vale of Eternal Blossoms (previously was near the pagoda at Whitepetal Lake). He now also sells 新鲜的芒果 and 新鲜的草莓 though these items are not yet showing on his wowhead inventory.
