She's in the Wyrmrest Temple after you defeat Morchock. Just walk straight in and she's to your left.

She's most likely the one to go to for repairs when your raid group wipes after being 1.5k dps short of beating the enrage timer on ultraxion.

is it possible to find this npc , if i just go to wyrmrest temple without being in a DS raid? or only if i actually defeated morchok?

She and all other npc's disapear if you have cleared the instance.

Edit: as per 4.3.2 hotfix of February 7:
•After the instance is cleared, Crimson Lifebinder now resurrects the non-player characters at Wyrmrest Temple, and they are fully functional

OK but my question is now that MoP has come out is going in on reg or heroic the only way to get to the vendor. I didn't notice until recently that I still had a Mote still on my priest.
