Chromie is one of the special helper NPCs that has a low chance to spawn in Sethria's Roost while on a daily quest. See above comments for additional information.

He will sometimes say the following:

Spawn
Wait a minute... where am I? WHEN am I? Are we in Hyjal?

In Combat
I can't believe you guys are still fighting here in Hyjal. You should see what happens after this.
You know what time it is? That's right, it's time to DIE!
You just got Chromie'd!

Despawn
See you next time!

This npc is a possible guardian when performing the quest 海加尔的保卫者. She is also one of the ones required to /wave at for the achievement 呃……我们见过吗？. You can wave at someone else's guardian, she does not have to be your guardian in order to count for the achievement.

Background:
Chromie (full name Chronormu) is a rather popular returning character in WoW. A member of the Bronze Dragonflight (and therefore 龙眠联军), she is a dragon that takes the shape of a female gnome (her full name is a 'male' dragon's name, so her true gender is unknown, but it's just easier to refer to as 'she'). Previous to the Shattering, she was found in Andorhal in Western Plaguelands as a questgiver. Since, she has moved to Eastern Plaguelands and gives out similar quests in the Crown Guard Tower instead.

In Northrend, she gives a rather unique style of quest in Dragonblight. Be sure to seek it out!

She also gives quests in the Culling of Stratholme event.

Since his 时间扭曲 doesn't cause and isn't prevented by Temporal Displacement, it lets you do the 时间扭曲 again.

I find it somewhat... curious that Chromie uses a Whelpling form for transportation (at least, according to the spells tab on this page), considering s/he appeared in the form of a full-grown Bronze Dragon during the Culling of Stratholme, at the end (briefly).

Then again, this could easily simply be a younger version of Chromie. After all, the dude who we used to have to go to for the attunement quest to Durnholde Keep in the Caverns of Time is a kid, but his older self is just across the room, discussing the Infinite Flight with an older form of the little girl who stands next to the younger version of him.

Bronze Dragons are weird like that.

Despite what many of the posts here may try to tell you, WowInsider has confirmed that Chromie, both in and out of Dragon form, is in fact female. She just has a weird name.
