He's extremely close to the edge of the zone-border between Arathi Highlands and Hillsbrad Foothills, so if you don't find him in Arathi, what you can do is go right up to the edge of Thoradin's Wall, which will place you in Hillsbrad. The cross-realm zone system (CRZ) might move you to a different realm when you change zones, and your new realm may have him spawned. Boom, he just appeared right next to you! Now just used a ranged attack to draw him over into Hillsbrad so you can fight him, since he'll disappear if you try to walk up to him in Arathi.

I just tamed him on my hunter. I was trying to figure out how to get close enough without him vanishing when I just fell right on top of him! He attacked me and I started taming and now he's my pet.

Careful with this guy, coz he can be phase bugged. When I fought him, he vanished halfway through the fight moving back to Arathi Highlands side to regain his health. I chased him over, but he did the same again headed back to the Hinterlands side.

I killed him dead on in the centre in the end, making looting his corpse nigh impossible. His body fell on the Hinterlands side, but he died on the Arathi side, and when I tried to loot him, his corpse kept vanishing again.

Finally managed to get the loot by inching my way towards the corpse, and hitting loot just as it came in reach. Got it just before he vanished again, but +6 spirit cloth trash doesn't seem worth the trouble I had to go through for my Paladin :/

Does anyone know his respawn time? I'm in the little nook but he's not there.

I just found this guy and killed him and got an unlootable corpse for my effort. No level gap, no visible zone change, no player stole him from me, but the corpse was just completely unselectable. I found this very odd, but I suppose it's possible something messy with the zones happened like in the other comments about him. It was pretty strange :(
