Like the Herald says, quests do pop up when your of the level on the Call Board will send you to far away places such as Westfall, Stranglethorn Vale, Redridge Mountain and other places. There are horde Call Boards as well that send you to places for pretty much the same thing.

This npc can be found in Dalaran as well, along with it's horde equivalent.

It can also be killed by the opposing faction while in Dalaran. :D This will show up in local defense.

I was in dalaran and kited this npc with my lvl 23 shaman over to the horde area, where i just stood and laughed as he tried to kill me but kept getting teleported out :D
Then a high lvl guildie came and helped me kill him - no loot :(

Just killed one of these in Dalaran by dropping down from the building behind him, doing an instant cast spell while falling to aggro him, and killing him when he ran out after I got teleported out (teleport comes with a 3 second stun). No particular reason, just felt like it.

Sadly, he (and presumably the equivalent Warchief's Herald) can no longer be attacked in Dalaran as of Patch 4.2.

I wish i had this guys helmet model, This would be perfect for my imperial transmog set. But sadly all i can find is a red version of it. If anyone knows of one that looks like this, feel free to link it :).
