At the end of the Deadmines instance, he looks over the dead body of the captain "Cookie" and says:

"I guess that's the way... the cookie crumbles..."

This is in obvious reference to both Horatio Caine of CSI: Miami and also to Jim Carrey, who impersonated Horatio on Letterman - in Carrey's movie "Bruce Almighty" he similarly makes the aforementioned comment while on a news broadcast.

Horatio Laine is an obvious reference to the CSI: Miami character, Horatio Caine.

You first see him upon entering Westfall, investigating the murder scene of The Furlbrows (the farm owners who used to give you the quest for Poor Old Blanchy).

He's a parody of Horation Caine in that some of his quips are very Caine-like.

Sometimes he will even put on his signature glasses before saying his end line, making it even more like Horatio Caine.

I never noticed this because I usually play short people, but when I created an identical RP toon, I realized how freaking big the real NPC is. He has to be a good 8' tall!

As of patch 7.1.5 this NPC is sometimes not visible after entering westfall.
You have to logout / login near the wagon to make Horatio appear
to grab the quest 他们把谋杀案撂我这儿了
