In patch 3.2.2 (currently on the PTR) it seems a change has been made to the spell Screams of the Past:

Wailing Guardsman: Screams of the Past will no longer have multiple applications on a target. Recast time has been increased.

I bet this change is made while the devs went through the instance while preparing it for heroic mode, coming in next expansion: World of Warcraft: Cataclysm.

imagine if blizz didnt change this for cataclysm, a 5 second aoe silence, from a lvl 85 mob, which there are like 5 in one room of... its scary to say the least
