If you don't have coordinates, he is on the opposite side of the little rise where the flight point is, right between the green mechanostrider (Grand Master Engineering Trainer, Tisha Longbridge) and the anvil.

Don't forget that he is one of the two people selling the blueprints for the Motorcycle... er... 结构图：机械师的摩托车 so you want to be Exalted with Alliance Vanguard to get it. I'm posting just for cross-reference, so you can be SURE, YES, you NEED to be Exalted.

For the upcoming Mists of Pandaria, if there is cross-toon Exalted achievements, perhaps it gets a tad easier to have an Engineer and get it if you already have Exalted in another toon. I don't visit PTR, so I can't say. And we all know things may change without notice.

Edit: Up to now, the Engineer himself must be exalted with the correct faction in order to buy the recipe.
