You have to do a quest line in Icecrown at level 80 in order to phase in the Ebon Blade quartermaster. So no, you cannot get the tabard @ 60.

You do not have to be 80 to do this questline; it can be done at 77 (as soon as you get Northrend flying). Until you finish this quest, Shadow Vault is occupied the Scourge and you can't even see this NPC. Even if you're a death knight.

The Ebon Blade tabard doesn't do you any good until you're running level 80 dungeons, but if you just want to wear it for looks, you can do so at 77.

Actually, dps and possibly some healers can survive in 80 dungeons if they are competent and geared (or just carried, for dps), and can slowly begin adding to preferred faction rep as they level. (77 ret pally just finished HoL)

If you were a relatively competent BC raider and have t5/badge or better gear (I've found the rogue stuff to hold out against quest items easily vs. the lvl 78 quests) , you can do most of them once you hit 77. But yes, you must be 77 AND have northrend flying in order for the chain to be available. This vendor is available after only a couple quests

The final necessary quest in the chain to complete in order to see Duchess Mynx (thereby having the Knights of the Ebon Blade occupy the area and have NPCs present) is:

Alliance: If He Cannot Be Turned
Horde: If He Cannot Be Turned

If you can open the Shadow Vault (a series of quests beginning with It's all Fun and Games) then she's there and you can talk to her. Fly into the Shadow Vault, turn left (to the northwest) and she is directly in front of the runeforge on the left (northwest) wall at 43.4, 20.6.

IDK, if anyone noticed this, but she doesn't say anything. I think she's the only npc around to not have a sound clip when you click her.

Something about this NPC reminds me of the NPC: Jeanette Voerman of Vampire The Masquerade-Bloodlines. That plus the two NPC's are basically undead and somewhat resemble.

Then again: with a name like this one, gotta wonder if she shags like one...

I wish you could get her armor set. It's one of my favorites. I know you can get the shoulders from The Oracles, but I don't know about any of the other pieces.

I just completed the quests on my alt without northrend flying.. just get the loanmount from K3 xD

Saves you 1k gold if you dont have 300 riding.

she's got a few good items there but i would rather get into the arena and earn points and visit an arena vendor he's got way better items then here still if your a warrior with the skill titan grip you can exploit that buy buying two runeblades that will give you good dps

If you faction transfer, you will have to do the quests that open up the ability to purchase the items from the quartermaster again.

this complety sucks had to do a bunch of silly quests and walk back and forth just so i could see the npc to buy the stupid tabard what a fail gj blizzard not to mention with a slow mount

She seems to use different sound files than your everyday Blood Elf dk npcs... Sounds more like an orc to me.
