the horde emblem of heroism vendor is a female blood elf too except she is wearing red and has green eyes this one is purple with blue eyes

When you walk into The Silver Enclave, you'll find her in the room at the top of the stairs to the right.

The reputation cost reduction applies to her items. If you are wanting to buy frozen orbs then you can save 15g per orb by having Kirin Tor at exalted (75g to 60g). The orbs aren't bound so you can send them to other chars.

For clarity, her Legion location is in *old Dalaran*. She resides in the Silver Enclave. Enter the enclave portal room (where only now the Stormwind portal exists) and before going up the stairs straight ahead where battle ground portals are, turn right. Go up the stairs to the room up there and she is behind the counter on the left most side.
