Thoth is in the Crystal Halls in The Exodar, in the Enchanting building.

He's getting himself ready for the pre-release of Inscription in patch 3.0.x, which will precede the release of Wrath of the Lich King. According to a Blizz post in their WotLK Forums, we will apparently be able to train Inscription to 375 before WotLK is released.

Thoth is over-eager, and presently trains to Grand Master in the beta - I don't expect that to last - he needs to lower his expectations and settle for his <Inscription Trainer> duties.
