I've written an AddOn just for this event. It allows you to randomly send a message to General Chat or Yell. Pirate themed of course. Quite a large collection of exhortations to draw upon. Also Tooltips for pirate related factions, items, NPCs and spells. You can grab it at Curse or WoW Interface.

It really is a lot of fun when several players are using this AddOn at once! I hope you enjoy using it as much as I had fun making it! Yarrr!
