Sir Thomas is the Headless Horseman. At least he was the Headless Horseman before he went insane. After you vanquish the Headless Horseman during the Hallows End event, the ghost of Sir Thomas will appear.

Id say it was the Helm that possessed Tomas

Tomas once you kill the horsemen is free to move on to the afterlife and he thanks you gratly and wants you to spread the word out to the Matrons

This NPC is back in the game as of the 2013 Hallow's End holiday. He appears about 5-10 seconds after the Horseman is dead, standing where the grave the Horseman rose from was. He gives no quests, and simply says:

For ages, I was lost. Now, finally, I see how dark my soul had become...

I can confirm that he is still in WoW during the Halloween event for 2015. I'm not certain how long it takes him to spawn as I had I alt-tabbed out of the Headless Horseman dungeon while waiting to see if I won the roll for the ring and forgot. When I entered the game about 15 or so minutes later, I was still in the Headless Horseman dungeon and Sir Thomas was standing at the entrance to a tomb, right where the Headless Horseman spawns when he's summoned.
