My toon is now a level 41 warrior, but was level 40 when I talked to him. But he offered me no quests. I had finished Sergeant Lukas' quests and all but the quest "The Deserters" from Theramore, but he still offers nothing.

Am I missing a pre-req of some sort?

No need to attack him if you're Horde, he just ignores you. Be careful with AoE's and the like though.

Wow, I aggro'd this guy today while doing a quest there, and since I was too lazy to kill him I tried to run until he'd evade... Well, he didn't. Chased me until I went in the water at 63:36. So either he was bugged or he's unleashed and doesn't reset until he can't attack you (water)/he dies.

I would like confirmation if he perished on the bombing of Theramoore since North Point was never adressed on the book; but since it is more likely that they retreated to the city with everyone else, it seems that he should be a goner.

The map here says he phases after Theramore is destroyed, but I just checked, and he (and the rest of North Point Tower) is there even after you phase Theramore. I just tested this speaking with Zidormi.

Oversight or North Point was too far to retreat, I would like to know.
