I'm currently at 8 9 10 11 12 13 14 15 17 18 19 ~~20!~~ 21 22 attempts without the toy.

All attempts were done on the same character.

~~3 or 4~~ ~~4 or 5~~ ~~5 or 6~~ ~~6 or 7~~ 7 or 8 of those attempts were on the same day as a previous attempt. ("Same day" = same daily reset period)
I still get some kind of loot from these same-day attempts (generally 荒布), so I don't think the same character is locked out from being able to loot the toy even if it's killed the Rare already that day.

Considering I never saw this Rare even once until I specifically camped for it, despite spending many cumulative hours in the zone (with a Rare Scanning AddOn on the entire time), it seems like I have many days of very boring camps in my future. Because I swear it, one day... I will have this toy.

kill #8 edit: I will have this toy even if I go mad getting it.

kill #15 edit: did I receive this toy already and it got mailed to me? ...nope.

kill #19 edit: did my character get flagged to not receive this toy under any circumstances?...
