I don't know why wowhead shows this guy as showing up in blade's edge. All his quests are in netherstorm and I'm pretty sure that's the only place to summon him, using a pad in an ethereum camp there. Glitch?

The quest turn in area for The Eternium is at co-ordinates 56,38 in Netherstorm. Clear the area around the circular transporter, then right click on it to summon the commander's image.

I cleared the area around him of around 10 mobs or so but still he won't give any quests

To start any quest you need to start the "The Ethereum" Quest located on the ridge north of the platform.
