I just killed him and got no loot and I couldn't even skin the body.

It's not mentioned but he can also spawns in primalist future during fire storm. (I killed him there today)

Seems to despawn often when the elemental invasion is in Brackenhide Hollow while the Elemental Storm is active.

For those farming this rare, if you're inside the area, you'll receive in your tchat the message "Infernum has appeared" when he spawns

This mob has a distressing tendency to vanish in Tyrhold about 10 seconds after spawning. However if attacked before that
(just fly thru it a time or two) combat starts normally.

One other thing; I am a D+ to C- hunter and was able to solo it. Take that for what it's worth. I did have a weapon upgraded
to 463 and an equipment level of 446.

Was farming 晶化闪电法杖 from 盖尔基昂, found out following stuff:

A single random rare spawns at the start of a storm (1 out of 4)
If a rare is alive, the next rare won't spawn
Respawn time is between 20 and 40 minutes, maybe longer
Same rare can spawn twice in a row
Rares despawn when event ends
Loot from rares is on a daily lockout
Named loot items are non-tradeable (e.g. aforementioned staff)
Two simultaneous primal storms of the same type may spawn duplicate rares
