I can't seem to get any quests from any of the Festival Talespinners. Do they not give them out or is their a prerequisite quest?

Seems that these quests have been replaced by the "Honor & Desecrate" quests.

For those of you looking for the Talespinner, he can be found in most major cities. Just look around the festival flames in the capital cities.

You do not need to visit the talespinner to start the quest chain to get the Crown of Midsummer.You will recieve an item the moment you click on the blue Alliance bonfire near the tent. No choice is given about getting an item, so it makes it slightly easier to get the flames before the other faction's players kill you. I believe that Darnassus' flame item(I'm a blood elf i don't know how exactly it is spelled) doesn't look like flame (and perhaps another city i don't quite recall). Be aware that you must use the flame to get the quest to turn it into the talespinner, however such items are marked with an ! in the bottom right of the icon in your bag.

for 2011, the Org talespinner & the rest of the merry makers are up by the portals in Org - the talespinner is still an undead, and he's at 47/38

How do you start the quests?

节日诗人 is a breadcrumb quest that leads to this character, but it can be completed only once per character. It doesn't reset each year. 节日的焚香, which is started by this character, doesn't reset, either.

The quests 盗取暴风城的烈焰, 盗取铁炉堡的烈焰, 盗取达纳苏斯的烈焰 and 盗取埃索达的烈焰 are started by clicking on the blue festival flames which puts the flames (e.g., 达纳苏斯烈焰) in your bags. There is a small note in your chat window when that happens. Click on the item to actually start the quest to turn it in. Once all four are completed, this character gives and completes 盗贼的奖励. Completing that quest is the only requirement for the 火焰节之王 achievement. I don't know if those quests reset each year, but I doubt it.

The Festival Talespinners are interchangeable. It doesn't matter which one you use when you turn in the quests.
