I'm trying to figure out who this could be. During the quest, they mention that he refused to repent and claimed to be someone important. When you speak to him he says that he was a ruler. The fact that he's mentioned makes me think they intended for him to be a character that we've heard of before, even if he wasn't part of any major storylines.

Unfortunately, that's all the information we have to go on.

Does anyone know of a ruler from Azeroth's past who performed many evil deeds, was extremely full of himself, and looked down on the peasantry?

The vocals on the Defiant Soul are obviously human, but these sound files are actually used for multiple soul NPCs. This means it's probably better to use unique things the souls say during quests or player interactions if we want to determine who they once were.

When players interact with this NPC, he says says:

I will not submit. Tell the Master when you see him! I defy all of you. I was a ruler! I am above all of you filthy peasants and creatures.

The dialogue seems to imply not only arrogance, but an attitude of hatefulness towards those that he finds to be "lesser" than himself. After looking back through Warcraft lore, I feel that this soul may very likely be Othmar Garithos.

Not only was he born into the nobility as the son of a baron, he also acquired the title of Grand Marshal - a rank that was given more due to who he was, rather than what he had accomplished. Because of this, when the Kingdom of Lordaeron fell to the Scourge, he was the highest-ranking survivor. This propelled him into position as the unchecked leader for the remaining Lordaeron humans during the Third War.

To his credit, Garithos felt a strong duty to ensure that humanity prospered, and he was willing to sacrifice to meet that goal. He is the reason that Dalaran was retaken, and he used his troops and resources to hold the line against multiple forces in the Plaguelands.

Unfortunately, Garithos harbored a deep disgust and hatred towards non-humans, so much so that the blood elves who had voluntarily joined his cause eventually left the Alliance due to his prejudices. He purposefully sent them on suicide missions, even at one point withdrawing all but the blood elves from the front lines. They were saved from this last attack by naga forces, who joined them in fighting against the undead. When Lord Garithos found the elves still alive he accused them of conspiring with Lady Vashj and imprisoned them in Dalaran, intending execution.

Eventually, Garithos was successful in retaking Lordaeron, only to be immediately betrayed by none other than Sylvanas. This was the end of both him and the Alliance Resistance that he had commanded, leaving the once-grand Kingdom of Lordaeron to be nothing more than a bitter memory.
