Had the worst time finding him to finish an herbalism quest about sea stalks. He was somehow not in his usual spot behind the quest table on the dock. Instead, he was leaning against a wall next to a large chest in the map room near the King of Gilneas. He would not talk to me.

It happened because I had not yet explored the Tiregard Sound area. I clicked on the map on the wall and chose that area, followed the short quest line in the room, and he walked out to the table on his own. I was then be able to complete the quest.

I am here now because this guy is not where he is supposed to be... one of the other three we need to talk to, Joseph Furlong, was also bugged... he is just over a phase line, and like herb and mineral nodes that vanish just as you rush up to them, he'd vanish when i got about 5 yards away from him. I had to spec into Tiger Dash and lag out my connection to be abele to interact with him before he despawned.

I've done all the Horde stuff on multiple toons and this is my first Alliance toon taking thru this expansion's material... the Alliance quests are significantly buggier.

YOU HAVE TO GO INTO THE HARBORMASTER'S OFFICE IN BORALUS HARBOR, SELECT THE SCOUTING MAP, CHOOSE TIRAGARDE SOUND, and DO JUST THE FEW FIRST QUESTS IN THAT ROOM, OTHERWISE 2/3 of the SUBJECTS of the CULTURAL SIGNIFICANCE QUEST WILL NOT BE INTERACTABLE or WHERE THEY SHOULD BE.

In order to progress the quests that phase Flynn Fairwind in, you must begin the quest Sampling the Goods, which shows up on your map just south of Boralus. After that the next quest has you board a boat to go to south Trigarde. Once there you get the quest to search for Flynn: Lured and Allured. Completing Lured and Allured unlocks the quest Lovesick and Lost, which then completes the Castaways and Cutouts objective of A Sound Plan when turned in.
