Hard to find. No coords without addons, but looking at the map, entrance to his location is due west of the Tradewinds Market on the causeway. (He's not upstairs.) My map shows a red/green/red building complex. He's in the top red one. Sry for no better directions. but hope this helps.

For me he was located in the room with the map used to choose where you want to explore.

He is located in the Harbormaster's Office next to the Proudmoore Admiralty Emissary. coords (68,21).

possibly a reference to Cyrus the player character from Elder Scrolls Adventures: Redguard. it's hard to say if he bears a resemblance due to the dated graphics of Redguard but he could well be an older version. regardless of whether the reference was deliberate or not, he immediately reminded me of the mercenary
