This is how I obtained the 先知的狂怒风暴 as an Enhance Shammy.

Once you have achieved the 突袭墓穴 by completing the BrokenShore Questline.
乘风而行 will pop up at Deliverance Point on the broken shore /way 44.7, 61.7

乘风而行 has you talk to 赛莱托斯大使 in the class hall which then provides you the 风暴汇聚 quest/scenario.

In which will have you defeat three bosses 安舍尔尼希尔洛哈西
Be sure to interrupt them as much as possible.
Once they are dead it will have you take a whirlwind towards 桑德兰 in which you will need to listen to his speech
After that he will send you back to the class hall in which a short cinematic will appear giving you the 先知的狂怒风暴 mount.
