Weird i didn't had any problems with getting the quest. anyway after i did some quests with him i got a letter some days after, this is what was in the letter:

My friend - though my arm is weary from the battle we continue to wage in the Plaugelands, it is always strong enough to pen this missive to a hero such as you. It pleases me to know the aid you rendered us continues to yield benefits, ones we try to enact upon on a daily basis.

Should you find yourself in the Western Plaguelands soon, please stop by the Bulwark. Your seasoned hand would be most welcomed in a cauldron run!

You have to complete his first quests before you can start the Scholomance key quest. Found this out the hard way after transferring from alliance with the key half completed.

It also seems that the guy is not always there, unless some alliance pulled it.

Just picked up the qeust, did it, returned and there was no NPC anymore :/

You have to complete the quests from Shadow Priestess Vandis for him to open up Lower The Boon, and eventually the quests leading to Lindsay Ravensun. Just for the record.

I tried to start the quests Lower The Boom and Strange New Faces on my Lock today after finishing the quests given to me by Shadow Priestess Vandis, only to find that I was unable to pick them up. Derrington just did not offer me them....

After investigating a bit, I found out that you must have finished The Endless Flow, Araj the Summoner, Victory, For Now starting from Jearl Donald at Andorhal.

These quests will then send you back to Derrington.

Once you have picked up After the Crusade from him and handed it in, Lower The Boom and Strange New Faces will open up.

Word of advice to anyone (Alliance) in the area on Argent Dawn business - BIG mistake taking this guy on...! Says he's only 3144HP; I call BS, as this SoB is labelled as Boss and hits like a Cataclysm Dungeon Boss...

Found to myself a bit tricky to gather this one, so here you are:
To get any quests from him you must obtain 东边……又是东边 first. This quest is part of the chain from 药剂师乔汉. When you done with him, speak with 葛尔多 for 葛尔多的任务
After delivering just follow the quest line. Good luck and have fun.
