This little guy is who rogues speak to in their order hall about artifact weapons research. He has a little crate to stand on so he can reach up to the ledger, but many times he gets stuck inside it, poor fella.

Seems I've reached a cap on research. When i go to do research, he says, "The Orders are sharing their resources, and you are no longer required to research Artifact Knowledge. We will gain further knowledge each week."

I'm not sure what this means. Does it mean my Artifact Power will go up one each week? Is this something that happens automatically? Not sure what is supposed to happen at this point. If anyone has any ideas, please comment. Is there another NPC that does further research somewhere else? Any answers will be appreciated.
