With Winter Veil starting today for all regions, players have noticed that only max level characters are now able to obtain

For previous expansions, players could obtain

while being at the max level of the previous expansion, i.e. level 90 during Warlords, level 100 during Legion, or 110 during BFA. This present has a small chance, around 1%, to contain previous otherwise unobtainable Winter Veil presents like

or
癫狂切割者控制器
, or rare items like
幻象：拉格纳罗斯的怒焰
or
幻象：寒冬之握

Players not at level 60, receive

doesn't have a chance for the rare items, but instead contains

Implications for Future Holidays
If this behavior change isn't a bug, it might indicate that this will be the new rule for future events in Shadowlands like Love is in the Air and Midsummer Festival. The change would limit the access to

respectively, to max level characters, instead of level 50 characters.
