We previously highlighted the
special effects of several weapons and trinkets
as well as the new
legendary axe, Fyr'alath
, but

only got it's special effect attached in a recent PTR build.
缚梦者，至高轮回织机
has a 2-min on-use effect that causes you to weave webs underneath your target that deals moderate AoE nature damage within 8 yards increasing up to 5 targets as well as immobilizes your primary target and slows nearby enemies.
The staff retains full secondary stats despite the additional on-use effect and is one of the highest item level weapon options in Amirdrassil, likely making it highly coveted by casters in Season 3 especially in Mythic+. It's worth noting that the staff does appear on the healer loot table likely allowing healers to roll on the item in group loot scenarios.
Another caster weapon with a special effect and similar item level does exist in Amirdrassil,
