Blizzard has announced on the forums that they intend to allow players to transfer Anima to alts in Patch 9.1.5, as long as the player has fully upgraded their Covenant Sanctum.

hinted that some changes to Anima were coming. They have now officially announced that they intend to allow players to transfer Anima to their alts in Patch 9.1.5, as long as they have fully upgraded their Covenant Sanctum!
Yes. We intend to introduce a way for Anima to be transferred to alts from characters who have fully upgraded their Covenant Sanctum in patch 9.1.5.
