Tier 16 tokens can be traded inside your faction's shrine, in the balcony near the banks.

Have had two of these drop for my hunter. Seems odd that the token (Chest of the Cursed Protector) vendors for 50 gold, while the resulting item only brings 35. It's hard to vendor a token but 15 gold is 15 gold. Sure, a Sha Crystal is worth more, but I'm not an enchanter.
