One of the best waist slot items for hunters in 5.4. Critical Strike is widely considered the stronger stat until you approach best-in-slot items, where Haste becomes more important. 3 weeks to make this using the daily cooldown isn't too bad, especially if your guild is not progressing through Siege very quickly. You can use 战争之灵 to speed up the process, but they go for around 10k gold each on my server, and crafting the belt this way just doesn't make financial sense. 炮手的多孔武装带 is probably slightly better but drops off 迦拉卡斯, a boss which a lot of guilds won't be downing within 3 weeks I would imagine.

I agree. Yet, if the recipe never procs I risk the chance of being left with 21 HMH and counting sitting in my bank. Take the risk or use the 42 MH for Leg Enchant AH Profit. Decisions, decisions. ;)

I guess you could say I'm lucky. But as this current patch 6.2.3 I used the catch up mechanics to get skill 600 in a couple of minutes. Then I searched for the 图样：强化华丽毛皮及其使用方法 on wowdb, which will learn you this nice belt. I killed 4 暮色巡游者 and got the pattern. Before hand I bought like 50x 华丽毛皮 so I could make one right away. The very first I made learned me this belt and a some set items for monks.

I am lvl 91 twink on my enhancement shaman, so this belt gives a slightly bigger potential, than the ilvl 510 I already have.
This belt currently sells for about 80k on my server, which I think is not really worth it if you could have the chance of getting mythic items from SoO, that also gives set bonusses.
