If this indeed holds true you will have a 0.56 RealPPM PER ability, spell, melee/ranged swing and ability, a possible up time of 2 procs per minute before haste, more when aoeing more than 10 mobs. Favoring slower weapon speeds(with higher haste), it will likely favor rogues and 2H monks during Storm,Earth,Fire the most on proc since they have the highest possible "haste" effects for RPPM purposes.

Trinkets using the RPPM system were modified yesterday, and Throne of Thunder trinkets got further proc changes:
Traditionally, trinkets and similar proc effects in the game had high proc chances with an internal cooldown (ICD). This made the procs random in theory, but really pretty predictable. You would know that a trinket would proc on the pull and then reliably every 45 sec (or whatever the ICD was).
For 5.2, we made a change to trinkets to make them less predictable and less boring with the RPPM system. Sometimes you can get lucky and get several back to back procs. This feels cool. Sometimes you can also be unlucky, and get long streaks when the trinket just refuses to proc. A trinket that is intended to proc every 1 minute could in theory go 8 minutes or more without activating.
Last night we hotfixed in a change for trinkets that use the RPPM system. Every time your trinket fails to proc, it increases the chance it will proc. Unlucky streaks will be more rare and extremely unlucky streaks should never happen. In addition, we increased the chance for these trinkets to proc on the pull. To top it off, we increased the proc rates of the Agility and Strength trinkets in

by 10% and the Intellect and Spirit trinkets by 5%.
Painfully detailed explanation for theorycrafting:
As usual, you absolutely do not need to know or understand the following in order to use or best take advantage of these procs. This info is just for theorycrafters who want to understand the exact details of the system, so that they can model and simulate it better.
Calculate the proc frequency as normal. Based on that, you can figure out the expected average proc interval. We also now keep track of time since the last successful proc (this is different from the time since last chance to proc), capped at 1000 sec. Multiply the proc chance by MAX(1, 1+((TimeSinceLastSuccessfulProc/AverageProcInterval)-1.5)*3). For example, if a proc has an average proc interval of 45 sec, and it’s been 72 sec since your last successful proc, you’ll get a 1.3x multiplier to your proc chance. If you’ve been out of combat for a few min, and it’s been 5 min since your last successful proc, you’ll get a whopping 16.5x multiplier to your proc chance.

After combat has ended, the stacks it continues too add seem to break you out of stealth =( can be really annoying on places like Island of Thunder.
Though after some more testing it maybe a result of subterfuge being bugged.

Okay so the trinket gives you a stacking buff that goes up by 1 every 2 seconds until 20 seconds runs out and the buff disappears.
THe stacking buff goes as follows.
1107 at 0 seconds
2214 at 2 seconds
3321 at 4 seconds
4428 at 6 seconds
5535 at 8 seconds
6642 at 10 seconds
7749 at 12 seconds
8856 at 14 seconds
9963 at 16 seconds
11070 at 18 seconds
Given that each layer will be available for 2 seconds less than the last one, it has a 10% lower overall value than the previous one, and so the actual average you gain from each stack is
1st = 1107
2nd = 996.3
3rd = 885.6
4th = 774.9
5th = 664.2
6th = 553.5
7th = 442.8
8th = 332.1
9th = 221.4
10th = 110.7
Total, the is worth an average of 6088.5 agility, over 20 seconds.

Got this from raid finder. It is unusual in that instead of giving a sizeable amount of agility for its duration, the number increases the closer you get to the end of the effect. The large "spike" agility you get from the proc in the last 2-4 seconds is great for applying feral dots, using 5-point rogue finishers, etc, though you don't want to delay your rotation for it. Of note is the viability for tanking too - each stack of the buff gave me somewhere around 0.96% crit and 0.8% dodge at 90, but you might not want to pass it up for more reliable tanking trinkets.

Is anybody else having the same stat discrepancy between what is shown on this item and what sites like WoWhead, etc are showing?
On my toon it is showing as "Your attacks have a chance to grant Blades of Renataki, granting 23 Agility every 2 sec for 20 sec."
But on numerous gear sites including WoWhead, it is listed with the following "Your attacks have a chance to grant Blades of Renataki, granting 1107 Agility every 2 sec for 20 sec."
Yes I am aware that it is upgradable, but even upgraded it doesn't come close to 1107.
Any thoughts?

. I was curious after I just won the soul charm and took it over to the test dummies. After about ten minutes, it procced twice. I imagine it's because of the ICDs, since it was either one or the other for most of that time. I also tried

I've had this trinket for awhile now, but a couple of days ago while AoEing mobs in the barrens I got a proc back to back.
The second proc added 20 seconds to the duration of the agility stacking buff (
Blades of Renataki
). The actual agility buff (
Blades
) didn't increase past 11070 agility however the increased duration to the buff that stacks it kept it refreshing at 10 stacks.
This meant that I had the maximum agility for the entire duration of the second proc (22 seconds of 11070 agility in total) making the second proc very powerful when this occurs.
I've only ever had this happen once no matter how much I keep trying to replicate the effect.
The trinket I have is the iLevel 502 Raid Finder version, with no upgrades.
Just thought I'd add this since I haven't seen any comments on how powerful the proc is when it occurs back to back.
