This is supposedly a world drop. From personally looting it, I farmed mobs located on the Isle of Thunder. Took me about 30 minutes of killing random mobs, but I obtained both the Magnificence of Leather and Scales Pattern. Hope this helps anyone who is confused or just having bad luck with the world drop.

two things
1) Live : Does not drop only in the new area. both patterns drop anywhere in pandaria. I killed the turtles in Valley of Four Winds. Took maybe 5 minutes. similiar to the JC meta cuts. Only drop for LW users past some level of LW and will drop fairly commonly untill you learn the recipe. (if for some reason you keep discarding the items.)
2) My opinion this really isnt worth it. 20 leather is about 10x easier to get than 20 scales. However, with the change to pvp gear only requiring Magnificent hides. It may be just more useful to start using scales for the cd while using leather to get the hides normally if you want to acquire lots of hides.

Ackis Recipe List mistakenly lists this (and the leather equivalent) as being sold by Clean Pelt in Kun-Lai Summit. I went there anyway just to double check he doesn't sell it and on the way I stopped to do some arch. A mob aggroed, I killed it and this dropped. My first kill of the patch.

And sure enough, Clean Pelt doesn't sell them.

Any chance that whether 图样：华丽制鳞秘诀 and 图样：华丽制皮秘诀 dropping off a mob depends on your type of armor? On my hunter (who obviously used mail) the first turtle I killed gave me 图样：华丽制鳞秘诀 but I've now been farming for the leather recipe for 30 minutes and 100s of mobs later and still nothing.

EDIT: LITERALLY after I posed this original comment above the first mob I pulled dropped the 图样：华丽制皮秘诀 amazing how the WoW Gods answered my prayers. Good luck to everyone. happy farming :D

I got both 图样：华丽制鳞秘诀 and 图样：华丽制皮秘诀 from 龙角龟. I gathered 10 of them for the first pack and one pattern dropped and then gathered about 12 for the next pack and the second pattern dropped. Good Luck :)

If you're having problems with getting this to drop - try to restart your game.
Not relog, restart.

I did all of the tillers dailies, and half of the Thunder Isle dailies without a drop - 600 leatherworker.
I then restarted the game, and got magnificence of scales on the first mob, and magnificence of leather on the third mob.
Just an FYI. The bug will probably be hotfixed soon.

The drop rate seem to be pretty high. I ran two scenarios after the patch hit and one got me the leather one, the second got me the scales one.

Confirming Wyrmhorn Turtles are great for this. Level 85 pally, 19 minutes, 73 kills total, and I got both Magnificence of Scales and Magnificence of Leather.

You do not need to have maxed leatherworking to see this drop. I was able to loot it from Riverbank Barbshell turtles with 545 leatherworking on a lvl 85 character.

Ok so I got the 图样：华丽制皮秘诀 and learned it. And now it seems like 图样：华丽制鳞秘诀 won't drop for me.

So... will it still drop or not?

EDIT: It all comes down to patience, I guess. Conclusion: even if you have learnt one the other will still drop

I was killing Mountain Yaks in Kun-Lai Summit on lvl 86 druid. I have maxed out Skinning and LW and this dropped from like 5th kill. I was after the leather version of this, but got scale one instead. Going to keep farming I guess :(

EDIT: Got the leather version few kills after this. This time it dropped from Summit Prowler. In total took me about 10mins to get them both.

You WILL learn a pattern every time you use this. If you run into a point where you do not learn a pattern it is because you have already learned all 82 patterns.

I am posting this because I came to this page wondering if it was a chance at learning a pattern or if you ALWAYS learned a pattern. I can now confirm after doing the 图样：华丽制皮秘诀 version of this daily research 90 times that you will learn a pattern EVERY time you do it until you have no patterns left to learn.

600 leatherworking or Skinning is not required. just killed a wild mountain goat on 'the spring road' on the road to kun lai.. got the scales pattern with only 570 skinning, 576 leatherworking..

Confirmed that this can be found before L90 character and L600 LW. Not sure the minimum requirement but I had LW 530 for a long time, leveled my char in Pandaria up to 89 and it never dropped. I stopped questing and leveled LW up to 575 and went back to questing. Both 图样：华丽制皮秘诀 and 图样：华丽制鳞秘诀 dropped of Yongol (sp?) mobs nearly back to back within the first 30 minutes.

So...

Does not require level 90 character.
Confirmed drop with as low as 575 LW.
Confirmed does not drop only from beasts.
Confirmed can drop in any Pandaria zone (most comments suggest only going to Valley of Winds).

This was really weird, but I tried using this to learn some of the recipes (Only had Magnificence of Scales, didn't have Leather version learned yet), and for a solid 7 days, I did not learn 1 recipe from the daily CD.

I have now learned the leather version, and as soon as I used that, I have started to learn recipes. Do you need both learned to learn recipes from the daily CDs? Any one else experienced this? Thought it was really odd!

Because "kill turtles near Halfhill" left me flying around aimlessly searching for a while, here is the exact location of a few dozen turtles. Got the 图样：华丽制皮秘诀 and 图样：华丽制鳞秘诀 in about 50 kills combined:

龙角龟: /way 68.8, 29.6 in Valley of the Four Winds, Pandaria

It's the area marked Pools of Purity, for those without coords.

Got the drops with level 1 Pandarian leatherworking.

A little update on this item. I'm level 50 now, so 120 before squish. I just learned Pandaria skinning and leatherworking. My skinning is max for vanilla, outland, Northrend, and Cataclysm. I have 20 in Draenor and 32 in Legion. For leatherworking I have Outland, Northrend, and Cataclysm maxed and vanilla at 55/300. I went into Terrace of Endless Spring in Raid Finder level. The first mob, the Apparition of Fear dropped this item.

Atm this is bugged to me. No drop, same with the Pattern: Magnificence of Leather
