As of right now this trinket is listed on wowhead as having the same proc (Item - Attack Crits Proc Agi) as it's level 90 counterpart

i think we can safely assume that a level 39 trinket is not going to have a +3386 Agility proc

According to Ghostcrawler (Source), the trinket has a 45% chance on direct white/melee/ranged/harmful-spell crit, 85 sec ICD.

Hopefully this is a bug, but I was unable to roll on this just now as a hunter, the tooltip said my class was not allowed.

As of 7.3.5 this trinkets seems to have no internal cooldown while you are with the scaled up to 60 version. I just tested if on a dummy with my Hunter MM and Feral Druid. It procs even before the current proc finishes.
