As of right now (Beta Build 5.0.4) this and the other patterns may be purchased from 飒安·红鳞. He is located just beside the flight master at the Cloud Riders encampment.

Total mats for this require:

4x Orb of Mystery (vendor sells for 20,000 each)
8x Serpent's Eye (made by combining 10 Sparkling Shards which are in turn found through prospecting)
16x Living Steel (made by alchemists by transmuting 6 Trillium Bars, 1 day cooldown on the transmute)
20x Primordial Ruby (rare quality red gem)
20x Sun's Radiance (rare quality yellow gem)
20x Wild Jade (rare quality green gem)
20x River's Heart (rare quality blue gem)

All in all this would cost at minimum 80,000 gold just to craft one. That doesn't count the 800 gold needed for the recipes or any tips payed to alchemists for their transmutes.

EDIT: The guild perk for 10% off vendor prices no longer exists so I removed those prices.

You need to have all 4 of the rare mounts in your bag (not learned) in order to use them as materials for the recipe.

After you make the Jeweled Onyx Panther can you sell it ? You know, like in the AH. Now that would be kool if you can make it to sell it . So help this bubba out an let me know , okay

Despite the text on all the lesser panthers (as of patch 5.1), "USE" will consume the panther, removing it from your bag, and adding it to your mounts list for all your toons to access. If you want to build the 宝石玛瑙猎豹 you will have to resist the temptation to mount any of the lesser component panthers.

People on my server are saying that they're removing the recipe. Anyone know if this is true or not?

I created a simple video a while back showing how too easily rep up and obtain the recipes, also showing all the mats needed to create all 5 of the panthers.
