This item is not limited to use by engineers like previous cogwheels have been. You simply need non-engineer bound gear that has a cogwheel socket to use it (e.g. Ghost Iron Dragonling).

Be careful to note that this item is Unique-Equipped. The Unique-Equipped limitation is for the specific cogwheel though, and not the set, so you may use other Tinker's Gear cogwheels with this one (e.g. Fractured Tinker's Gear (+600 Mastery), Sparkling Tinker's Gear (+600 Spirit), Rigid Tinker's Gear (+600 Hit), and Smooth Tinker's Gear (+600 Critical Strike)).
