Although the tooltip here doesn't currently say it, this item only functions during the Darkmoon Faire (as indicated by the "Requires Darkmoon Faire" text under the name in-game).

These flimsy balloons appear to be bugged; I've been able to use them outside the faire.

I bought these balloons and mine worked in another city even when the fair ended.

My issue with them is that I went to use the balloon today and they aren't in my bags anymore.
I know I didn't sell them and there's nothing in the tooltip that states they're only useable so many times.
