But basicly you need to do the pre-quests, then you get 2 quests where you need to turn in 2 x 150 marks (you get 13-14 each day). When this is done you get 3 new quests. Each quest you need to turn in 125 marks and in one of these quests this item is a reward you are able to buy from the npc when you are done with those 125 marks.

The other 2 quests with 125 marks you can get:
a ring
灵魂碎片指环
and new hands:
寡妇护手

"No longer available to players" is incorrect.
I was able to purchase this item just now after completing the following quests:
猛禽德鲁伊
暗影守望者
注满月井 (unlocks 艾拉·影暴)
