These boots are obviously best in slot for a L20 ret/prot paladin or warrior twink.

Very sadly, the quest Orkus gives is not available to a L19. I confirmed this today after doing the necessary prerequisite.

To get hit capped for a 19 I had to use the following:

Polished Helm of Valor (+4 hit)
Dividend Leggings (+4 hit)
Bracers of the Most Trusted (+3 hit)

This resulted in a hit chance of 5.54%.

On a Level 20 paladin, any spec, if you use these boots you may be able to skip the Dividend Leggings and use the best-in-slot (by far) Scales of Aku'mai.

As of 7.0.3, these are now Plate, and can no longer be worn by Mail-users.
