If you're horde you can get an identical looking belt called 远行者的腰带 by doing the quest 控制瘟疫 in Ghostlands.

The stats listed are off by 1 too high i.e. Bard's Belt of the Whale is really +1 stam/+1 spirit, not +2/+2. This puts the belt out of the running for future leather-wearing level 10 versatility twinks. Check out the Rat Cloth Belt or Captain Sanders' Sash instead (both are cloth).
