This is for the Free Our Sisters quest.

Kill the Krom'gar Infantry in the area, and eventually they will drop the Horde Cage Keys. Use them to free 5 of the Captured Huntresses in the Horde Cages, and they will then follow you as Windshear Huntresses and assist you with attacks.

Once you have freed 5 of the Huntresses, you need to speak to Huntress Illiona. The conversation will spawn Warlord Roktrog, who drops Huntress Illiona's Cage Key, which will (of course) unlock her cage.

I was having a terrible drop rate on these, and started to think maybe I could only carry one key at a time (as has been the rare case in a few quests over the years), but at the end I finally did have a second key drop before I was able to use up the one in my bags. So I guess I was just having bad luck with getting them to drop!
