(Probably just for the launch) These had about a 20-30second respawn rate that I found, so the best way (right now, for me) was to just camp one. Preferably one sort of surrounded by corpses so nobody else notices it before you. The one I found had a giblin scavenger spawn right next to it, would have made for easy farming, if I hadn't already finished the breastplates and shields.

You can also loot these from Gilblin Scavengers, which roam around the areas where the Helms spawn on the sea floor, so it's worth pulling a couple while you're searching.
