Found on Mad Magglish's body, just before entering the instance. Follow the path through the cave and cut to the left first chance you get.

Magglish can spawn in two different spots in the caves outside the instance. The first is at the base of the cliff at the first chamber's far end. The second is at the dead end down the first left fork heading inwards.

All party members with the quest will be able to loot the port.
