Hotfixed in the Rolling Restarts on 09/12.

All Emblem of Frost cloaks now have a socket and their base power slightly reduced.

This cloak now has:

+737 armor (-112)
90 Strength
124 Stamina (-12)
Yellow Socket
(Bonus: +6 Stamina)
Defense & Dodge at 48

The Sentinel's Winter Cloak has the following upgrades over the Guardian:

This cloak is also a higher ilvl, and can be attained from just doing the 1 daily heroic a day, no raiding required.

In an age where effective health reigns supreme, this is beautiful. Toss a +225 armor enchant on it and it's even better. A warrior tank speaking, this is awesome and should be one of your first pieces purchased. I neglected getting this until the end, because I did not really grasp the full concept of how Effective Health >>> Mitigation for ICC, but, nonetheless, I have it now, and I am glad to have gotten it, a 30 stam gem makes it even better. Not to mention the fact that the only real back piece that is comparable drops from 25 man Blood Prince Council, and it doesn't have the bonus armor, and also has hit rating which if you're up-to-date with your ICC gear you should be over capped on.

Shadowvault Slayer's Cloak or Royal Crimson Cloak are better.

How can this be good for a feral tank? The 复还血色先锋军斗篷 is slightly better as it has that all important Aillity. 90 agillity gives more dodge then the 72 dodge rating you get here. The scarlet onslaught has a blue gem slot as well + 4 agi as bonus. Place a pure blue +30 stamina gem there, and the scarlet one is slightly better then this!

Besides, druids do not benefit from "green" armor!

Don't confuse 4.0.1 stats against patch 3.x stats.

Before the massive revamp of patch 4.0.1, Recovered Scarlet Onslaught Cape had the following stats (care of wowwiki.com)

177 Armor
+90 Agility
+90 Stamina
Equip: Improves critical strike rating by 60.
Equip: Increases attack power by 121.
Equip: Increases your armor penetration rating by 60.

No gem slot, less stamina. Meanwhile, the Sentinel's Winter Cloak remained largely untouched save for 48 defense rating -> 24 dodge rating.

For those (like me) that wanna pick this up for transmoging and are not of a tanking class (i as a priest for instance) remember to click "show all" when talking to which ever vendor you're buying it from. I could not see this as an optional buy since it doesn't have my desired stats!

This scales down extremely well for timewalking and is easily BiS for a plate tank other than the no longer obtainable legendary cloaks.
If you're going for high damage you may think the stats are bad and would prefer something without dodge

Compared to durumu cloak 强化镜光斗篷 with crit, bonus armor, and socket.
In cata timewalking, which this item doesn't even scale up to, this cloak has 3 more strength, 13 dodge, and 18 bonus armor(!) at the expense of 10 crit and 6 stam, both socketed with red gems. In wrath and BC timewalking where both cloaks are equal ilvl, this difference is even more pronounced.

Given the obtainability of this (vendor) this is a must have for any plate tanks building a timewalking set who didn't finish MoP cloak.
