Zoe also has another item named after her (presumably a she): http://www.wowhead.com/?item=37756 . No NPC named Zoe exists in the game, but at least we know she's an Empress who apparently had an oath, and we know from the cape she comforted someone. It's a mystery!

Ghostcrawler (a.k.a. Greg Street) was a game designer for Ensemble Studios (creators of the Age of Empires series) before he came to Blizzard. (Incidentally, he was known there as Deathshrimp.) In Age of Mythology and Age of Empires III, there were several relics and treasures named after the Empress Zoe (most notably her lost blanket). I'm not sure if it was ever settled who she was for sure, but Ghostcrawler undoubtedly had a hand in this item's naming.
