I've been feeling a little stupid lately but thanks to wow, I've resolved this issue. I found clothing that says,"hey, I'm a smart toon and I want people to know this."

Once you have them all, you need to have a purpose - I would suggest:
A Job for an Intelligent Man

However, if you do meet someone smarter, all it takes is a few hits of Brain Hacker and you'll bring them right down to your level.

You can buy this from select sellers on both Horde and Alliance characters.

Alliance:

奥德伦·科尔东 at Ironband's Excavation Site and 富兰克林·哈玛 in Lakeshire

Horde:

吉克尼库 located in a small camp west of Lushwater Oasis and 安德利亚·波恩顿 in The Sepulcher

Beware though! They only sell a LIMITED amount of all the uncommon items they can sell so you might have to visit them a few times before you get it!

@ 20-29 bracket (Ilvl 34) scales to 5 Armor / +10 Intellect.
@ 10-19 bracket (Ilvl 24) scaling is not known. Please comment.

These vendors restock their limited items every 60 minutes.

From what I've seen, there can be a chance for the belt to not be restocked, with another two other limited items being stocked instead.
