These are superior to the Turalyon's Spaulders of Triumph because of the additional haste rating of 8, which is now to be stacked by holy paladins, due to the Illumination nerf making crit less useful. Btw, the item designers used a lot of creativity with the two items - the only difference is another socket colour and swapped values for crit and haste - 59 crit and 67 haste on this item, with 67 crit and 59 haste on the tier piece - everything else is just the same.
One may argue that the tier shoulders have a better socket - and yes, they do, but the socket bonus of 5 spellpower is not particularly crucial (despite the Flash of Light + Sacred Shield HoTs, Holy Light is still a ~~weapon~~ spell of choice in raidhealing, and 5 spellpower is virtually nothing), so the socket bonus could be forfeited for additional 20 intellect, or even more, if you are a jewelcrafter.
Finally, add the best holy paladin shoulder enchant - Greater Inscription of the Crag - and you have your slot filled by a piece of gear secondary only to the currently BiS tier item, Turalyon's Spaulders of Triumph, obtainable in the heroic version of 25-man Trial of the Crusader.
